Oklahoma State's Board of Regents gave approval on Friday to allow the university to accept gifts that will finance the Sherman Smith Indoor training facility and outdoor practice fields.
Smith donated $20 million 14 months ago, earmarked for the indoor facility. OSU officials could break ground for the facility as early as this summer. The project will take around two years to complete.

Whoa, Andy, where have you been? It's only be a topic of discussion for two years now...
The Indoor facility will be located across HOF from the stadium. (that's where the entire Athletic Village is being built).
I think that the DOK was speculating on the construction begining this Summer, based on the projections of the BP fund probably reaching $400 million by then.
Here's what okstate.edu had to say about the Regents actions:
In addition, Regents gave approval to allow the university to accept gifts that will finance the Sherman Smith Indoor Training Facility and outdoor practice fields, a new Equine Sports Complex and equine barn. The gifts are part of the $165 million gift from T. Boone Pickens in 2006.
The indoor training facility for men’s and women’s athletic teams and outdoor practice fields will be located north of Boone Pickens stadium. The Equine Sports Complex will be located on the site that formerly housed the OSU Swine Facility on West Sixth Street in Stillwater. The new complex will house the OSU equestrian team’s horses and related equipment. The pre-fabricated equine barn will be located at the current OSU equestrian team facilities and will remain on that site once the team has moved to its new location so it can be used by the College of Agriculture.

The IPF will be located north of the stadium and will probably start in 2009. The orignal plans had 3 practice fields north of the IPF, but they didn't think the fields would get enough natural sunlight due to the IFP being so tall and casting a shadow on the practice fields for the majority of the day when there is "optimum sunlight." Last I heard they are changing some things around and that is why it won't start until 09 sometime.
