Two thoughts:
1) I did not realize Miami QB Kirby Freeman had transferred to Baylor. He was a big time QB recruit out of High School and yet another of the unimpressive 2003 Elite-11 QB class (which also included Rhett Bomar and Bobbie Reid). Freeman could be a significant upgrade for Baylor at QB and provide an immediate impact for the Bears.
2) I guess we can infer from this that Bobbie Reid failed to earn his degree at OSU? Freeman is transferring from Miami to another Div-1A school (Baylor) without having to set out a year. This appears from the article to be possible with degree in hand from the previous school if enrolling in Graduate school at the 2nd school. I would assume Reid would have taken this route to go to another Div-1A program had it been available to him. Hence, it would appear to me he likely did not graduate.

I think that you are wrong on both accounts.
1) Freeman is not listed on the BU 2008 roster.
2) Maybe Reid didn't graduate, and maybe he did... regardless, is he still in school earning his degree or has he left campus?
3) the NCAA has not been good about awarding waivers to this rule since the changed it.
LIMITED OPTIONS
Under NCAA rules, Freeman, who has already earned his undergraduate degree at UM and has used up four of his five years of eligibility, would have to transfer to a Football Championship Subdivision (formerly known as Division I-AA) in order to be eligible next season.
According to NCAA spokeswoman Dana Thomas, Freeman would need an NCAA waiver to play at a Football Bowl Subdivision school next season because he already has redshirted. Two UM officials said they were under the impression Freeman had intended to transfer to Baylor, an FBS program.

BU MAY LAND MIAMI QB Kirby Freeman
Freeman's a Brownwood native who asked for and received his release from the University of Miami--and according to the Waco Tribune-Herald's Jerry Hill, Baylor has received Freeman's transcripts, which may mean he'll enroll at Baylor. Freeman would have 1-year of eligibility remaining, but would have to petition the NCAA for a waiver to play right away--Freeman has already earned a bachelor's degree and would be enrolling in graduate school.

Reid graduated in December, or at least walked, I would assume graduated.
the rule you are talking about, which Al Pena took, was a one year loophole.

I'm pretty sure Reid graduated.

Regarding Freeman:
"Notes: Attempting to enroll in a graduate program at Baylor that is not avaliable at Miami and play in 2008 (Waco Tribune). Has one year of eligibility remaining. Freeman's father coached with Baylor head man Art Briles at the high school level. 2007: Completed 18 of 58 attempts (31-percent) for 256 yards, three touchdowns, and six interceptions. 2006: Completed 59 of 108 attempts (54.6-percent) for 872 yards, seven touchdowns, and eight interceptions. 2005: Completed 15 of 31 attempts (48.4-percent) for 183 yards, two touchdowns, and two interceptions."
Freeman seems to think the "loophole" still exists.

it says a program that is not available at Miami... maybe that's the angle he's going for in requesting the waiver...
