LL, Statements like this are placed on computers as a precaution to prevent employees from using the excuse that the computer is theirs to prevent law enforcement, internal security etc. from accessing a machine that is being used at work for illegal activities. My last work-for-somebody-else job was in computer security. There were incidents of employees using the company equipment to view pornography including child pornography, pirating music, etc. We even had one person who had his plans to rob a bank and pictures of him and his cronies showing the loot after the dastardly deed was done on his work computer.
I can't tell you why it would be on a gov't webpage that is viewable by the public. I suspect incompetence more so than an intent. That is not to say they wouldn't use it as an excuse to invade your privacy if they got the chance.

And please disregard any of the BS about malware and tracking cookies. That is just FUD based on what Beck shows on that video. Clicking an I Agree button may do something legally, but technically you are not going to get malware installed on your system from doing that. Beck probably couldn't write a line of code to save his life and is NOT an authority on technical things such as this. Neither is the hotty he brought in either.
People who don't understand how computers and the internet work could easily be deceived by his ranting that there is some actual security threat at this website, but that is not even close to true.

Depending on the language used to code the website and the security preferences in the users browser, clicking the "I Agree" button can install malware without the users knowledge. Fairly strict regulations exist that limit what type of cookies, plug-ins and applications can be installed or required to access a federal website so it is unlikely that this site really does anything intrusive. It would require the head of whatever department governing the CARS program to sign off on the use of those methods, and I doubt anyone at that level would want their name associated with the gathering of personal information from a federal website.
I have coded several such sites for corporate customers looking to track their employees while they are accessing the corporate network from their personal machines over VPN/Citrix. It is almost unreal what you can do from within the confines of a web browser.
